Completed in 2008, it consists of a main balcony and two side sections. The main deck extends beyond the river embankment, creating a broad place to look across the water. On the two wings, landscaped public space sits above parking and the sunken section of Zhijiang East Road.

Planting, paved open areas and smaller landscape features tie the separate decks into the longer riverfront park. The setting brings two scales together: the open sweep of the Qiantang River and the built centre of Qianjiang New City immediately behind it.
