The scheme was planned at 3.36 square kilometres with a stated total investment of 12 billion yuan, and its first phase began trial operation in September 2019. Six components were announced: the Happy Time theme park, Maya Beach Water Park, the Qushuiwan themed commercial street, an eco shopping mall, the Lanxi international apartments and the OCT Wetland Park. It was conceived as an open precinct rather than a single gated attraction, with individual facilities inside it run separately, so 'Happy Coast PLUS' is an address covering several different operations rather than one ticketed park.

The design leans deliberately on local material. Qushuiwan was themed around Cantonese subjects including Shunde food, dragon boating, Wing Chun, gambiered Canton gauze silk, Cantonese opera, the imperial-examination top graduate and Guangzhou embroidery. The archway plaza was laid with ten thousand old stone slabs more than a century old, with their carved inscriptions left as found, and the buildings quote Lingnan forms such as wok-ear gables and a large oyster-shell wall. Food is a declared theme: Shunde was named a UNESCO City of Gastronomy in 2014, and the precinct brought in more than seventy food businesses along with an international food culture exchange centre and a food museum. The O'PLAZA mall, which opened for trial operation later, was presented as an art-led shopping centre hung with more than seventy installations around a glazed atrium, a hundred-metre rock-and-water feature and a green wall of some 2,000 square metres.
