The Guiyang municipal forestry bureau lists the Huaxi provincial scenic and historic area as spanning Huaxi District and the Gui'an New Area, running from the Yunding grassland at Yunding village in the east to Shangchetian village in the west, and from Chashan village at Jiading in the south to Jianshan at Zhongcaosi village in the north. The provincial government approved it in 1990 and approved its master plan for 2015 to 2030 in 2016. Within it are four scenic areas, one scenic group and one independent site: the Tianhetan, Shili Hetan, Gaopo Yunding and Qiantao Gorge scenic areas, the Qingyan historic and cultural scenic group, and Huaxi Park, which is listed on its own rather than as part of a larger area. The first-grade protection zone covers 12.86 square kilometres, the second-grade 20.6 and the third-grade 44.24, and the table's own column headings give the area's managing institution as the Huaxi Scenic and Historic Area Management Office and the department in charge as the Huaxi District culture and tourism bureau.

Economic Daily describes Huaxi Park as a city park that takes the Huaxi river for its thread and strings together the Shili Hetan and the Golden Avenue among its core features. In December 2009 an area of about 941 hectares centred on the park was approved as a national urban wetland park. The Buyi village of Maiwengzhai stands along the wetland. Several things beside the park have opened or reopened recently: Shizijie, the old market street next to the wetland park, which has several hundred years behind it and reopened after renovation at the May Day holiday of 2022; Xipan Xiangxianli, a waterside commercial block north-west of the park, which opened in October 2024 with more than 40 branded shops; and Huaxi Lake Park immediately to the south, whose north section opened on 1 October 2025 and which opened in full the following 1 January, its new lake covering 1,295 mu.

The park has a literary association of its own. In November 1959 Marshal Chen Yi wrote a quatrain while visiting it, saying that real hills and real water are everywhere but that Huaxi's arrangement is more natural still, that the Shili Hetan is bright as a mirror, and that a few steps bring flower beds and a few steps farmland.

• The Shili Hetan, listed as a scenic area of its own in the same provincial designation.
• The Golden Avenue, named by Economic Daily as one of the core features the river strings together.
• Maiwengzhai, the Buyi village along the wetland.
• Shizijie, the old market street beside the wetland park, reopened after renovation in 2022.
