Luoyang Xiaojie Pan-Fried Dumplings (洛阳小街锅贴) are the guo tie sold under the Xiaojie (小街) brand on Xigong Xiaojie (西工小街), a street in the Xigong District (西工区) of Luoyang, Henan. Guo tie are filled wheat dumplings, long in shape with both ends left unsealed, and fried in a small amount of oil and water.

Where it comes from

Xigong Xiaojie runs beside Renmin East Road (人民东路). The Dahe news site (大河网) reports that the street was first built in 1914 and describes it as the earliest modern commercial street in Luoyang.

According to the same report, Xiaojie guo tie was a little-known small shop when Liu Yongkang (刘永康), born in 1959 and later the business's general manager, went to Qingdao on a work trip in 1988 and found the guo tie sold there tasted better than his own. He and his colleagues stepped up product development, and the snack went on to become known inside and outside Henan, popular with both residents and visitors.

The Xiaojie brand of guo tie was registered with the national trademark office in 1998, placed on Luoyang's first municipal intangible heritage list in 2007, recognised by Henan as a time-honoured brand (老字号) in 2011 and named a China famous snack (中华名吃) in 2013.

When Xigong District rebuilt the street from July 2019, Xiaojie guo tie, described by Dahe as a Henan provincial intangible cultural heritage item, was one of the businesses kept on it.
