The museum group of which it is part is run as a single institution under four names: the Hangzhou Arts and Crafts Museum, the China Knife, Scissors and Sword Museum, the China Fan Museum and the China Umbrella Museum. The Knife, Scissors and Sword, Fan and Umbrella museums were completed in September 2009, and the Arts and Crafts Museum in September 2011. The museum buildings were converted from industrial heritage sites, including the Hangyi Mian, or Tongyi Gong Yarn Factory (杭一棉/通益公纱厂), the Honglei Silk Weaving Factory (红蕾丝织厂) and the Qiaoxi local-product warehouse (桥西土特产仓库).

The surrounding Qiaoxi historic district traces its origins to the Southern Song dynasty, though its present streetscape dates from the late Qing dynasty and the Republic of China era, and the foundations of some buildings may predate the Ming dynasty.
