The county government describes the hall's ground floor as showing mainly Xi Zhongxun's revolutionary work in Feng County — soldier-movement work (兵运), recruiting party members, and organising and leading the Liangdang mutiny. Its upper floor follows the chronology of revolutionary history in six panels: 星火凤州 (spark in Fengzhou), 红军长征在凤县 (the Red Army's Long March in Feng County), 工合岁月, 三五九旅凤县突围 (the 359th Brigade's breakout at Feng County), 凤县解放 (the liberation of Feng County) and 今日凤县 (Feng County today). The municipal culture and tourism bureau, announcing the 4A grade, describes the hall as made up of five parts, among them the exhibition on the lives of the main leaders of the Liangdang mutiny, the Feng County revolutionary history display and a closing hall, and says that through its objects and documents it sets out the course of the revolutionary forebears led by Xi Zhongxun in carrying out soldier-movement work and planning the mutiny in Feng County and recalls the Red Army's passage through the county, the 工合 (industrial cooperative) movement and the liberation of Feng County.

The hall was graded a national 3A-grade tourist scenic area in 2022 and a national 4A-grade tourist scenic area in 2026. It is one of the national second-group red tourism classic scenic areas, and its designations include Shaanxi provincial clean-government, patriotism and party-history education bases along with a provincial on-site teaching point for cadre education and training, a provincial study-practice education base for primary and secondary schools, a provincial overseas Chinese cultural exchange base, a new-era civilisation practice base and a university student patriotism education base. The municipal bureau records that it has paired with the Zhaojin memorial hall of the Shaanxi-Gansu border revolutionary base in Tongchuan as a red-culture inheritance co-building base. The county government gives the main building a floor area of 9,000 square metres, while the municipal culture and tourism bureau gives the building as 8,650 square metres; the two pages state the figure differently and this record does not reconcile them.
