About Kurban Tulum Memorial Hall
The National Development and Reform Commission's case study, in its national red-tourism typical-cases section, places the hall at Kurban Tulum's former residence in Tuogeri Gazi village, 14 km from the county town and 100 m south of National Highway 315. It records that Kurban Tulum was a nationally known model labourer whose story of riding a donkey to Beijing became widely told and was once included in national primary-school language textbooks, and that the hall named for him now serves as a red-tourism base for patriotic education.
The same page records the hall as begun in 2002 and completed in April 2003, covering more than 400 square metres with more than 300 square metres of floor area, of brick-and-timber construction and consisting of an exhibition room and an audio-visual room. It records that in 2012 the hall was named an autonomous-region-level patriotic education base, that it opened formally on 10 April 2003, and that in 2009 it was rated a national 2A tourist attraction with the approval of the national tourist-attraction quality grading committee. It records that in June 2010 the county tourism bureau applied for a rebuilding and extension project with a total investment of 8 million yuan and a designed floor area of 458 square metres over a partial second storey, and that the building was completed and formally opened in November 2016.
The National Development and Reform Commission records that the hall takes as its framing the poetic line 一唱雄鸡天下白,万方乐奏有于阗 and the story of Kurban Tulum's journey to Beijing. It records that in 2019 the county completed construction funded by 50 million yuan of Tianjin paired-assistance funds, 10 million yuan from the Xinjiang Development Chamber of Commerce, 12.22 million yuan of central budget investment and 3 million yuan of national tourism development subsidy, mainly building the red-culture square, the Kurban Tulum red-culture street and ethnic craft workshops, and that the Kurban avenue, red-culture square, red-culture street and craft street projects are all complete.
The page is a case study of the hall's red-tourism development rather than a description of its collection: it gives no inventory, no gallery list and no account of what the exhibition room holds, and it carries two different daily visitor figures for the hall, neither of which this record adopts. It gives no opening arrangements, no present condition and no statement of who operates the hall. The present building is the one completed in November 2016 after the rebuilding and extension project, standing at Kurban Tulum's former residence, and the page does not state which original fabric survives.
