Setting and landscape

The district borders Taoshan District (桃山区) to the east, Huanan County (桦南县) to the west and north, and Jixi (鸡西) to the south. Its climate is classed as cold-temperate. Forest land covers about 1.3 million mu according to the district government, and the district includes 11 forest farms alongside its 24 villages.

History and coal

Development of the area began in 1958, and it became a district of Qitaihe in 1984. The district government describes the Ma'anshan Liao and Jin site (马鞍山辽金文化遗址) as the birthplace of ancient Jin culture.

The district is the main coal-producing area of Qitaihe. Prime coking coal makes up 82% of the district's coal reserves, and the district government describes it as a national base for coking coal and the largest producer of high-grade coke in north-east China. Local industry also includes graphene: Baotailong (宝泰隆) began volume production from a 150-tonne graphene plant in 2017.

Xinxing is also known for short-track speed skating. It is the home town of world champions Yang Yang (杨扬), Wang Meng (王蒙), Liu Qiuhong (刘秋红) and Zhang Jie (张杰), and hosts a national training base for young short-track skaters.

What to see

The Ma'anshan azalea scenic area (马鞍山映山红景区) at Ma'an village (马鞍村) is a spring flower-viewing site. The village has laid out a 20,000-square-metre viewing garden around a natural belt of azaleas, and transplanted azaleas, flowering almond, wild apricot and lilac into it. Heilongjiang's culture and tourism department reports that the azaleas usually peak from late April to early May; in 2025 the village scheduled its azalea festival for 28 April.

Getting oriented

Qitaihe railway station lies within the district. National roads G201 and G229 and the Qitaihe–Yilan expressway (七依高速) cross it, and the district government puts Harbin at 360 kilometres away.
