History
The district government traces local settlement to the first year of the Jiaqing reign (嘉庆元年), when a Pei family from Shandong (山东) arrived as part of the migration to the northeast known as Chuang Guandong (闯关东). They treated villagers with inherited Chinese medicine, and the hamlet that grew around them was called Peijia Yaopu Tun (裴家药铺屯), "Pei family pharmacy village".
In 1932 Manchukuo renamed Changchun Xinjing (新京) and made it the capital. The Luyuan area was then planned as a modern city quarter for the first time, with a neighbourhood association named Luyuan (绿园町会), with housing for the Kwantung Bureau (关东局), a racecourse and a golf course; it became a leisure area for the Manchukuo elite. After 1948 it formed the "old suburbs" (老郊区) on the city's west side, and Luyuan District was formally created with State Council approval in 1995.
Getting oriented
Its neighbours are Kuancheng District (宽城区) on the north and east, Chaoyang District (朝阳区) on the south, Nong'an County (农安县) on the north and west, and the city of Siping (四平) on the west. Changchun West station, the Harbin–Dalian high-speed railway (哈大高速铁路) and the Jilin–Changchun intercity railway (吉长城际铁路) all lie within the district, and the ring expressway and the Fourth Ring Road run through it.
Industry, aviation and campuses
The district government describes CRRC Changchun as the country's largest base for designing, building and exporting railway passenger cars and urban rail vehicles; the meat producer Haoyue Group (皓月集团) was also founded here. Jilin University (吉林大学) and the Second Hospital of Jilin University (吉林大学第二医院) have sites in the district.
Luyuan also claims a role in military aviation: the district government says the People's Air Force took off from here and that the Air Force open day and the Changchun international aerospace exhibition began here. The Changchun International Aviation Expo City (长春国际航空博览城), planned over about 2.6 million square metres, is described by People's Daily's Jilin channel as combining exhibition, eco-tourism and industrial zones; its aviation equipment centre is designed to display historic aircraft and real airframes. The Luyuan development and reform bureau calls the project the district's "number one project".
