Jianhua District 建华区

Jianhua District (建华区) lies in the northern half of central Qiqihar (齐齐哈尔), on the east bank of the Nen River (嫩江). The district government calls it the birthplace of the city and the seat of the city's party and government offices, as well as its political, cultural, educational and financial centre.

Setting and landscape

The district runs west to the east bank of the Nen River, facing Meilisi Daur District (梅里斯达斡尔族区) across the water. Tiefeng District (铁锋区) lies to the east, Longsha District (龙沙区) to the south along Longsha Road, Quanfu Road and Laodong Road, and Fuyu County (富裕县) to the north. Of its 120.61 square kilometres, 25.84 are urban and the rest rural. The district encloses Laodong Lake (劳动湖) and borders Mingyue Island (明月岛).

History

In 1685 the Qing government set up the Bukui post station (卜奎驿站) at Bukui village, the seat of the Solon commander, in the area around today's mosque. In 1691 the walled city of Qiqihar was built northeast of the station, and in 1699 the General of Heilongjiang, Sabsu (萨布素), moved his seat here from Mergen (墨尔根, today's Nenjiang). The general's yamen stood just north of the present district government, and the area served as the provincial capital of Heilongjiang for 255 years.

Trade came early. The Chulehan (楚勒罕) trade fair of 1821 drew merchants who came by boat from far away. The Gonghehou (公和厚) department store, founded in 1902 on what is now Bukui Street (卜奎大街), later became the Guangming Store (光明商店).

The name is recent. In 1958 the district was merged with the state-owned Jianhua Machinery Factory (建华机械厂) into a people's commune named after the factory; the district itself took the name Jianhua in 1961.

What the district contains

As the civic core of Qiqihar, the district holds more than 50 central, provincial and city institutions and over 20 financial institutions. Qiqihar University (齐齐哈尔大学) and Qiqihar Medical University (齐齐哈尔医学院) are both here, along with well-known schools such as the city's Korean Middle School (朝鲜族中学) and the Hui Primary School (回民小学).
