History

Haizhou began as the centre of Fuxin's planned city. Under Manchukuo, the planners picked Haizhou Temple village (海州庙村), 9 kilometres west of the old Fuxin county town, as the centre of the new city. When Fuxin officially became a city on 1 January 1940, Fuxin Jie (阜新街) was renamed Haizhou District, and the city administration moved to Haizhou at the end of that year.

Setting and landscape

The district has a northern-temperate continental monsoon climate. The district government lists coal and coal gangue, the rock left over from coal mining, among its main resources. Besides six urban subdistricts, it includes the town of Hanjiadian (韩家店镇).

What to see

In its 2026 work report the district government records Manchu embroidery (满族刺绣) as newly approved for the provincial intangible cultural heritage list, and the old buildings of Xishan (西山古建筑) as nominated for provincial protection. The same report notes that the Pingan Coal Mine workers' club (平安煤矿职工俱乐部) was recognised by the Ministry of Industry and Information Technology in the fourth batch of national industrial heritage. The Haizhou Open-pit Mine (海州露天矿), which shares the district's name, lies in neighbouring Taiping District; Chinese Wikipedia records it as once the largest open-pit coal mine in Asia. It closed in June 2005 and opened as a national mine park in 2009.
