Central & Western District 中西區

Central & Western District (中西區) occupies the north-western part of Hong Kong Island, running from Mount Davis (摩星嶺) in the west to Admiralty (金鐘) in the east. The district council describes it as one of the earliest developed parts of Hong Kong and the city's commercial, financial, legal and political centre, home to Government House, the Legislative Council Complex and the Central Government Offices at Tamar.

History

Central, as Victoria City, was the first planned urban area of colonial Hong Kong. In June 1841, six months after the British flag went up at Possession Point, 51 lots were sold to 23 merchant houses, and in 1857 Victoria was divided into districts including Sai Ying Pun (西營盤), Sheung Wan (上環), Tai Ping Shan and Central. Central became the European business quarter, while the Western District was the commercial centre for Chinese firms and, lying beside the western shipping channel, a long-standing hub of trade and sea freight.

Hollywood Road (荷李活道), the colony's second road to be started but the first finished, became known as an antique market. Its Man Mo Temple (文武廟), built in 1847, served as a courthouse in the colony's early years, has been run by the Tung Wah Group of Hospitals since 1908 and is a declared monument. Hong Kong's first police station, the Central Police Station, has a Headquarters Block facing Hollywood Road and a barrack block from 1864.

What to see

The Home Affairs Department points walkers to the Central and Western Heritage Trail, which passes the Court of Final Appeal in the old Supreme Court building, the former Central Police Station Compound now called Tai Kwun (大馆), and the facade of the Old Mental Hospital. The department also names the Western Market among the district's historical monuments. PMQ (元创方), the former Police Married Quarters on Hollywood Road, is now an arts and design venue, and galleries have opened along the road since 1987.

The Central-Mid-Levels Escalator (中环至半山自动扶梯), listed by the district council as the world's longest outdoor covered escalator, climbs 800 metres from Des Voeux Road Central to Conduit Road through SoHo. The council also claims the world's steepest funicular tramway for the district. On foot, the Victoria Peak - Central Green and Heritage Trail, reopened in 2023, climbs from the harbourfront to The Peak (太平山頂) in about two hours.

Getting oriented

Along the harbour the district runs from Kennedy Town (堅尼地城) through Sai Ying Pun, Sheung Wan and Central to Admiralty, and also includes two uninhabited islets, Green Island and Little Green Island. Trams, the Peak Tram and the MTR serve it; the Island Line was extended to Kennedy Town in late 2014, and the Cadogan Street Promenade was completed on the Kennedy Town harbourfront in mid-2024.
